The Carter Plantation Community Development District owns the historic Carter Plantation home and the land on which it sits. Built in 1856, the property is a proud reminder of the history of the community and a beautiful example of ante bellum architecture. The house is operated and managed by the Historic Carter House Society, and group of resident volunteers who give their time and energy to raise funds and make repairs to keep the house and grounds in excellent condition to be used for weddings, meetings and other events.

Board of Supervisors

Maurice Welsh – a past homeowner and resident of Carter Plantation, who served as president of the home-owner association for a number of years. Mr. Welsh is a retired business owner who was involved in the health care industry.

John Mundinger – a homeowner and resident of Carter Plantation, who has served the community as chairman of the Architectural Review Board since 2009. Mr. Mundinger is the owner of a local sole proprietor Architectural firm.

Jason Ard – a homeowner and resident of Carter Plantation, Mr. Ard is the Sheriff of Livingston Parish.

Ronnie Morse – a property owner in Carter Plantation, Mr. Morse is retired from the Livingston Parish Sheriff’s Office.

Paul “Butch” Marchinko – a homeowner and resident of Carter Plantation, who serves the community as a member of the Architectural Review Board. Mr. Marchinko is an owner of a business providing overseas staffing for contractors involved in international communication systems.
