Welcome to the Carter Plantation Community Development District

The Carter Plantation CDD—often called the “District”—was established in 2003 by the Livingston Parish Council. It functions similarly to a small incorporated municipality, providing governance, oversight, and infrastructure stewardship for the Carter Plantation community.

Initial improvements—including streets, the water and sewer systems, the drainage network, and the Historic Carter House—were financed through bond sales. Ownership of these assets, along with the associated bond obligations, was transferred to the District.

Responsibilities of the District


The Carter Plantation CDD is responsible for operating and maintaining:

  • Streets and roadway infrastructure

  • Water and sewer systems

  • Stormwater drainage

  • The Historic Carter House and surrounding grounds

Community Development Districts—known as CDDs—were created by the Louisiana State Legislature to promote responsible growth and development. A CDD allows developers to issue bonds to finance essential infrastructure instead of relying on traditional loans. These funds cover the construction of streets, utilities, and other improvements needed before property can be sold or occupied.

Each CDD is led by a five-member Board of Supervisors, appointed by the Parish Planning Council where the district is located. Once infrastructure construction is complete, the CDD becomes the owner of the land and improvements and assumes long-term responsibility for their operation and maintenance.

The District partners with:

  • Mo-Dad Utilities for operation and maintenance of the water and sewer systems

  • The Historic Carter House Society for the preservation and management of the Carter House property


Funding

The District’s primary source of revenue comes from water and sewer billing. It also retains the authority to levy an assessment or “tax” on each lot to ensure adequate funding for infrastructure maintenance and community operations.

Public Meetings

The Board of Supervisors holds public meetings as needed. Notices are posted at least 24 hours in advance at:
